advantageous if the Chinese Government would treat the question as a business proposition in which each Government would be able to secure some return on its capital outlay. While emphasizing the fact that the negotiations were not in his hands, I pointed out the necessity of coming to an early settlement, and hoped that he might use his good offices to that end.

I have already asked and received Your Excellency's assistance, and I am addressing you fully on the subject in a separate Despatch.

In regard to the question of extradition I had already on July 6th. before receipt of your Despatch address- -ed a long Despatch to the Consul-General.

I trust that this explanation, which has of necessity extended to considerable length, will satisfy Your Excellency that I have had no intention or desire to depart from the recognised rules of procedure in conducting affairs between this Government and that of the Viceroy and that if in the matter of co-operation between the Police of Hongkong and Canton there would appear to have been some relaxation of those rules it arose in part from the way in which the Viceroy originat -ed the question, and in part from the urgency of the matter, and the comparative unimportance of the various details which in the aggregate formed a very aseful and important whole. On the other hand where through inadvertence I have failed in Your Excellency's view to comply with the strict procedure I have
only to express my regret.
